Megan opened Blockwell Consulting, LLC in 2021 after working for more than 15 years in nonprofits dedicated to progressing civil rights in the United States. She holds a PhD in political science & a Master's degree in Geographic Information Science (GIS). Her professional & research history includes voting rights & redistricting, justice reform & the criminal legal system, education equity, demographics, historic narratives, homelessness, LGBTQ+ rights, & other civil rights based public policy & legal analyses. Dr. Gall is a subject matter expert in Census demographic data and voting rights act compliance. She lives in the Appalachian Mountains.

Heather R. Foster: managing Partner

Heather joined Blockwell Consulting, LLC in 2022 as Managing Partner. Heather has worked with a variety of federal and state agencies in grantmaking and executive positions overseeing large staff and portfolios of grant awards. She’s certified as a federal grant manager and holds expertise in volunteerism, national service, and nonprofit governance. Heather lives and works from her home in Charleston and loves working with West Virginia to strengthen the nonprofit sector.

Kevin stout, phd: senior data analyst

Kevin joined Blockwell Consulting, LLC in 2021. He graduated with a PhD in political science in 2019 with a focus on American policies and conducted research in various areas including housing discrimination, natural disasters, state tax policy, and American political dynasties. His quantitative training and experience includes regression analysis, natural experiments, and machine learning. In his professional capacity, he has conducted analysis in voting rights relating to ballot access, racial disparities, and language access. He is well versed in Census and election data at the state and local level.
